If you look at page two of the FAA chart it shows that the arrival through POPPA intersection is only available for runway 13R. If you select 13R as your arrival runway the procedure is there. The flight that you provided the link for was probably radar vectored to an alternate runway at the discretion of ATC. Here is a link to page two of the FAA Published STAR. Take a look at the ARRIVAL ROUTE DESCRIPTION at the bottom of the page.
