Don't worry,
The main reason I will perhaps wait to buy has nothing to do with v2 release (it would have if I had learnt that I would have to pay full price even if I just bought v1 a few weeks before).
It's just that I'm using FSX SE right now, and I am a bit fed up with lots of FSX issues. I'll probably buy a new computer for christmas and move to P3D v3. So I might wait until then...or not. So just personal reasons as you can see !
Regarding the VOR issue, just a suggestion (which you probably have already thought of anyway):
If the quality of the navdata stays the same (meaning you have to "guess" the correct VOR), the algorithm should probably use the fact that the approach is aligned or not with the waypoints.
In the example I gave, you know from the database that the final approach course for VOR08L is 086. And if you draw a virtual line from the first waypoint of the approach (the RNAV point) towards both VOR, you'll see that this line is 086 if going to PGS, and something totally different towards CGN. Also, you can note that this line, if using PGS, is not only aligned with the sequence of RNAV points describing the approach, but is also aligned with the runway. I know that all VOR approaches are not aligned with the runway, but IF there is one VOR which will align the procedure with the runway, it is PROBABLY this one.
